According to the Florida Fish and Wildlife Commission:
"The Florida Pilot program is intended to explore potential options for regulating the anchoring or mooring of non-live-aboard vessels outside the marked boundaries of public mooring fields. The pilot program is to encourage the establishment of additional public mooring fields and to promote the establishment and use of public mooring fields, promote public access to the waters of this state, enhance navigational safety, protect maritime infrastructure, protect the marine environment, and deter improperly stored, abandoned, or derelict vessels."
Attention Florida Boaters and those ever dreaming of traversing Florida waters. This innocent sounding pilot program will impact you. Just how much it impacts you and your right to anchor depends on ordinances that are being developed right now! Do not be deceived by the reference to non-live-aboard. These ordinances will impact ALL boaters.
